Our client is looking for a HSE Superintendent for a contract position, located in Aberdeen.

As a proactive contributor you will have the opportunity to monitor the HSE performance of site operations and provide advice, support and guidance on HSE issues to all levels of personnel to ensure working practices, procedures and systems meet statutory requirements, industry and company standards. Through building relationships with offshore and onshore stakeholders you will have the opportunity to enhance engagement in the implementation and monitoring of HSSEQ activities in support of our HSE targets and culture ambitions.

Organises and conducts monitoring programmes to assess and report on the status of all welfare Issues.

Acts as On-Scene Commander and/or as backup ERT (Emergency Response Team) Leader in event of an emergency

Role

As a proactive contributor you will have the opportunity to monitor the HSE performance of site operations and provide advice, support and guidance on HSE issues to all levels of personnel to ensure working practices, procedures and systems meet statutory requirements, industry and company standards. Through building relationships with offshore and onshore stakeholders you will have the opportunity to enhance engagement in the implementation and monitoring of HSSEQ activities in support of our HSE targets and culture ambitions.

Organises and conducts monitoring programmes to assess and report on the status of all welfare Issues.

Acts as On-Scene Commander and/or as backup ERT (Emergency Response Team) Leader in event of an emergency.

Responsibilities

  • Promote a positive health, safety and environmental culture at all levels of production activities including those of contractors by developing and assisting Line Managers and Supervisors in the implementation of safety awareness programmes. Report the effectiveness of such programmes by conducting monitoring and auditing.
  • Focal point for HSE plan, ensuring timely updates and follow up actions, arrange and co-ordinate quarterly HSE meetings at site and assist in identifying key HSE themes for annual HSE plan and any follow up actions.
  • To attend all safety meetings and provide safety presentations to all platform personnel.
  • Advise on the monitoring of all work activities on the sites, advise task supervisors on necessary risk control measures and create and update Safe Operating Procedures as required.
  • To assist Line Management to conduct regular audits of permit to work and be responsible for coordination of corrective actions.
  • To support Shutdown preparation, attend shutdown meetings, and engage Health, Safety and Environment partners.
  • To support Line Management in the investigation, recording, and reporting of all incidents to identify causes and provide recommendations to prevent recurrence. Maintain a Safety Analysis database and produce appropriate reports.
  • Attend Weekly offshore stream (incidents) meetings and manage Synergi HSE cases, ensuring risk ranking prioritisation is consistent and actions are followed as per priorities.  Also ensure parties complete and close out HSE events by the due date and maintain observation database and associated actions.
  • Follow up incidents and lessons learnt (e.g. Industry wide) ensuring appropriate materials are available for roll out.
  • Review emergency preparedness and ensure that all Emergency Response Team roles are filled by appropriately trained, competent and experienced personnel. Provide scenarios for weekly emergency drills. Act as On-Scene Coordinator for all emergencies leading fire and rescue teams and maintain radio contact with the Installation Emergency Response Centre.
  • Provide training on Standby Man duties for Vessel Entry, Fire watch, Over-side working. Train identified personnel in platform behavioural monitoring system Site Safety Visits. Train fire and rescue teams to all foreseeable emergencies to optimise their preparedness. Run regular exercises with Standby Vessel. Review and advise site management on relevance of all safety training.
  • Regularly review and update safety manuals, procedures and documentation.
  • Maintain company COSHH (Control of Substances Hazardous to Health) assessment on site and provide advice on all matters relating to the use of hazardous substances.
  • Act as platform Radiation Protection Supervisor as per relevant regulations.

Requirements

  • Extensive experience of HSE in the petrochemical industry (3-5 years in safety, or similar years’ experience in operations with a safety focus).
  • A professional safety qualification eg, British Safety Council Diploma in Safety Management, ROSPA. Safety Inspector or NEBOSH Diploma in Safety Management. Leadership, supervisory and training skills are essential.
  • A working knowledge of safety legislation relevant to North Sea Installations, of safe working practices, fire-fighting systems and techniques, and emergency response management.
  • A good understanding of environmental requirements relevant to the site.
  • A good understanding of offshore production and maintenance operations, drilling operations, diving, helicopter and supply vessel operations, and the handling of explosives and hazardous chemicals.
  • Expert knowledge of legislation and systems for dealing with radioactive substances including LSA scale, radiography sources and down hole logging tool sources.
  • Demonstrable competence and/or certification in the techniques of safety auditing, incident investigation and reporting.
  • The computer literacy to update statistical databases, create presentations, essential documents, process and forward digital photographs.
  • Excellent presentation and engagement ability
